In our humble opinion, the best free website builder for a new, basic website is probably concrete5.org (an online builder installed on your server). If you need to edit a pre-existing HTML page,  kompozer.net is great. For free, basic HTML templates: oswd.org and freenicetemplates.com.

If you need a better website with more features -- and you are willing to dedicate a week or two to learn how to use it -- the most popular tools are joomla.org and drupal.org. We used joomla for our website, but drupal is a more user-friendly tool (see techsupportalert.com for an example of drupal).

If you want to make a "favicon", the image in your URL address bar, use favicon.cc. For icons: commons.wikimedia.org/wiki/Category:Icons  (right click the image, select View Image, if needed). 

If you need a logo or  words made into an image, use cooltext.com. For legally-free image libraries: commons.wikimedia.org and also pdphoto.org.
